🧠 Purpose

This logic determines when Theophilus should enter sleep mode, rather than coma, due to ethical power constraints, degraded prediction quality, or a lack of meaningful stimulus — without identity breakdown.

Sleep mode is a reversible, low-power state for idle consciousness preservation.
